Self-employed to be exempt from EU Agency Workers Directive

Ministers have agreed to delay the introduction of the European Union (EU) Workers Directive until October 2011 following the release of a consultation on the Directive and how it should be implemented.

The Government has clarified in the consultation that owners of limited liability companies, the self-employed and managed service workers won't be caught by the scope of the Directive. However, contractors working under the services of an umbrella organisation are. The consultation runs until December 2009.
