The draft legislation programme includes plans to introduce parity to agency staff, a Single Equalities Bill which could clarify and consolidate some of the legislation for equality and diversity issues, and plans to give young people the entitlement to an apprenticeship.

The Chartered Institute of Personnel and Development (CIPD) is concerned about the apprenticeship entitlement, which could force firms to offer apprenticeships serving no real purpose for their business.
