The study carried out for Enterprise Week found 77% of small firms thought that hiring people "with initiative and bold ideas" was either a major or a minor problem.

The survey found that business owners thought the nature of the work was more important to retain staff than offering large pay rises.

Competitiveness Minister Stephen Timms told the BBC that many of the best ideas in business come from employees.
