The Health and Safety Executive (HSE), which is issuing the alert is concerned following two similar fatal incidents when near boiling water poured on to people sleeping below.

The HSE admits the risk of scalding is rare but is advising landlords to consider overhead water heating systems which are more than ten years old, or where they are concerned about the quality of installation or maintenance work.
