...as report says smaller is more flexible than large

Meanwhile, research by the British Chambers of Commerce (BCC) and the Chartered Institute of Personnel and Development (CIPD) claims smaller firms can implement flexible working arrangements better and with less red tape than larger ones.

The two groups put together the Flexible working: Good Business report based on in-depth research at five small firms.

It found a clear business case for flexible working, which it said impacted the bottom line, reduced stress among staff and had a positive effect on firms' reputations as responsible employers.

The report was launched by Shadow Chancellor George Osborne.

He said:

"Britain's small businesses are making flexible working a reality for millions of people across the country."
