Start ups' concerns over HIPs delay
Small businesses are threatening legal action against the Government after the introduction of Home Information Packs (HIPs) was delayed.
Enterprises which have invested millions of pounds preparing for the HIPs - which were initially supposed to be introduced on 1 June and will now be phased in from 1 August - are concerned that the Government may abandon the scheme altogether, The Independent reported.
Some entrepreneurs have set up firms specifically to deal with the expected demand for HIPs or produce the energy efficiency certificates they require.
In addition, 2,000 people have trained as home energy inspectors, taking qualifications costing thousands of pounds.
